You can find tons of portable applications all over the internet. What makes PortableApps.com useful and attractive to users is a format of COHERENCY, CONSOLIDATION, and AUTOMATED UPDATES.
That's the major difference you have failed to understand by asking that question.
PHOTOSCAPE is a great application that has somehow been overlooked.
Despite repeated requests by multiple users, for some reason (maybe licensing issues), PortableApps.com management is either unwilling or unable to provide PHOTOSCAPE PORTABLE.
Where would someone find Photoscape if they were looking for it, and what does it do?
To help developers know whether they want to make a program portable, and to make sure they are looking at the same program you are, please provide a link to the official website and some information on what the app is when you request an app.
