Assuming I actually understand what you're saying, yes, it is possible to run an EXE with custom parameters using the launcher. See the documentation for details. I hope this helps.
Well... almost. I guess this trick only works with files in the PortableApps format, right? What I need now is to run an arbitrary or any Windows .exe file with parameters from the PortableApps platform. Is that possible?
