Sorry but Total Commander is only in beta test, as such we have no control over where the files are hosted, how reliable that hosting is or how long those files are hosted.
If you reply in the beta test thread you got that link from and if the developer is still active they may re-upload it for you, or someone else who has a copy may upload it as well.
If the developer does not get back to you in the next few weeks please feel free to request the app, and another developer may pick it up.
