Would it be legal to make a portableapps version of Lamexp?

I'm asking because this program include lame mp3 encoder and i have read that this would be illegal in some country's?

I think i found the answer to my own question:
The license acceptation of this program (If you start the program) has a separate tab for the used encoders. If you accept the license you agree to install and use LAME (and other encoders) so it's up to the user if he/she accept it or not.

Remains the question if this is legal for portableapps?
