Could you create an app which allows you to update certain software's without having admin rights, for example I need to update my "Direct X runtime". However I do not have admin rights so it doesn't let me, could you make apps like this for certain things?

Ah installed it but it doesnt seem to have actually worked
Impossible, by design. The workaround with portable DirectX works in a very different way and requires manual fiddling with each application you want to utilize it. But what you are asking is impossible, short of illegal means - hacking.
