The language of my launcher is set to English (Great Britain), however, LibreOffice is started with English (USA), which is not the same as the launcher. I have told the launcher to use its language in all portable apps. I now have to browse to the directory and run the executable manually in order to get the correct language which is English (UK).

You might try adding the line
to the [LanguageStrings] section of
LibreOfficePortable\App\AppInfo\Launcher\LibreOfficePortable.ini.
I'm not sure if that's all you need or if you have to recompile something. I don't use PAL.
Yes, that should be all that's needed.
This is fixed in today's release of LibreOffice Portable 4.0.2.
