I just tried to donate, and Paypal gave me this message:

I tried again a few hours later - same thing. Then I remembered that due to some law in Japan, Paypal users whose address is in Japan cannot send money to other people ("non-commercial" purposes, e.g. wiring money to a family member). Wikipedia is also non-commercial, and I recently donated to them using Paypal, but they may have done some sort of special registration with Paypal as a non-profit foundation. Anyway, does anyone think that might be the problem? Or should I just keep trying?
