Description: Builds a pre-formatted PortableApps.com beta test thread.
I created this primarily for developers here as an offline beta test thread editor so I/we don’t have to check the time when we go to post a new dev test (maintenance downtime seems to be the time I am usually prepared to post a new app). It currently mirrors the existing forum template for beta tests with a couple of future additions I think may be worth having.
Please Note: This thread was created with this app as an example of what it does - the only manual modification I made was the Release Notes which in a future version will be handled by the app too.

Nice work, but could you consider adding a Revision field? Sometimes it is better to increment that instead of the Dev Test, so as to cover little changes and not be at Dev Test 7 or something.
Revisions are only for stable apps. Development tests versions should be App Name 1.0 Dev Test X. The X represents any revision of the current version of the app. So, it could go from 1.0 Dev Test 1 to 1.0 Dev Test 2 as you make changes to the launcher. But then go to 1.1 Dev Test 1 when the new version of the app is packaged.

At each level (beta test and official release) there are only two vectors to a release - app version and dev test number for beta, app version and revision for official.
I don't see a point to adding a third version vector to beta tests as Dev test number has it covered regardless of how minor or major your changes.
This release fixes the issue with missing "Portable" in the thread title field, adds an additional download size field for online installers, and adds developer permission as either a link or as text for freeware releases (required for offline installers).
