How I can make the installer that will create a folder at data?

Not Permitted, Launcher

Content within Data is not created by the installer. It is created by the launcher copying the contents of App\DefaultData.

So if i want in the data will be empty folder,
I should create App\DefaultData. and then create the empty folder.
any setting at the ini?
