Hmm, looks like gmic is installer based. try pointing it at your Gimp Portable plugin directory. If that doesn't work, please post back, and I'll post a portable package.
I may post a package anyway, but no guarantee.

Obviously, I added the path to the plugins directory.
Then, I noticed that a line G'MIC appears now in the plugins menu, but inactive...
Maybe I did wrong something.

Hi! Same problem after many years....
I download gimp portable 2.8.22 from this site.
Then I took gmic from his site (gmic.eu). I am working on 64 bits.
I run and installed gimp on a stick.
Then run the gmic installer and point to the plugins directory (GIMPPortable\App\gimp\lib\gimp\2.0\plug-ins\).
Running gimp no gmic appears in filters.
Then I tried to do the same with the gmic zip file (I erase gimp, re-install it, copy the content of gmic zip in the plugins directory). Same - no gmic in filters.
I checked in gimp prefferences - folders - the plugins folder there are pointing to the plugins that I upper indicate...
The gmic version is the lastest stable one - 1.5.2.
I am using win 10.
Any helpful idea? Thank you!
On the normal gimp, installed on the computer, everything is just ok.
GIMP Portable is 32-bit only. Try with the 32-bit version of G'MIC.
I did that - I use the 32 bit gmic and point to the following folder:
GIMPPortable\App\gimp\lib\gimp\2.0\plug-ins\
There are good news and bad news. The good news are that not gmic appear in filters gimp and can be used.
The bad news are that after that, there is no more possible to import pictures in portable gimp. There are 2 error messages:
PLUGIN CRASHED: "file-jped.exe"
(GIMPPortable\App\gimp\lib\gimp\2.0\plug-ins\file-jped.exe)
The dying plugin may have messed up GIMP's internal state. You may want to save your images and restart GIMP to be on safe side.
Opening file "......>" failed
Procedure "file-jpeg-load"returned no return values
