Where you host it is up to you.

Since it is an open source app under an acceptable licence you can host it on Sourceforge, otherwise there are a lot of other sites that allow file uploads/public downloads, or if you have Dropbox or a similar cloud service most of them allow you to publicly host files.

Just note that whatever option you do go for, don't use a link shortening service - we like to know where a link is going to take us before we have to click it.
