I have an mp4 with an ebook app on it but it only supports TXT type of ebook i don't know any ebook convertor though.

So it's an audio book? If that's the case, I'm not aware of a program that will convert it to a standard e-book format. If it is, however, in a standard e-book format, look at Calibre. You can find the portable version here at https://portableapps.com/node/20518. I've used Calibre many times to convert e-books from one format to another. Hope this helps...

He's probably talking about one of the cheap Chinese MP3 players that also play videos and display TXT files. They're often labeled as "MP4 Players".
