Is it possible to install Licensed software on a USB Stick under portable apps, so it can be used on windows systems without having to install it on the windows system itself?

That depends on the software that you're talking about. Some software is tied to a certain computer setup, so that can hinder bringing it from computer to computer. Another thing to consider is how it uses local files and the registry, both of which can make a program difficult to make portable. I honestly didn't know what the TN3270 was until I looked it up. I assume you're talking about the old IBM computers that come up and not something else. As such, Wikipedia only had one open source emulator listed: x3270. If you want someone to try to make it portable, you can post a request on the Request Apps forum. If you want to give it a shot yourself, check out the information on the development page and the deveopment forum. This should be more useful than the prior, broader response.
