Python Fu not loading in Gimp 2.8.4

I am running Windows 8 64 bit with Gimp 2.8.4 on a USB drive but I am not using the PortableApp Suite/launcher but rather just straight from the Gimp folder in the root. I have been unable to get any .py to work in the portable gimp versions from 2.8.2 to 2.8.4 (all revisions). I saw a note on other people having the problem in 2.8.2 - resolved in 2.8.2 rev 2 (but not for me). Same post described a launcher.ini with reference to python so I had a check (with notepad) and that file and the file which came with the newer 2.8.4 looks fine.
I have no problem installing other extras like script fu or brushes etc in their right folders (script, brushes or plug ins for *.py). The *.py I have tried have been simple scripts (as *.py not *.py.txt) and also scripts that need outside programs. Extensive web searching has not helped me in any way. It is noticeable that I do not have the filter-python fu-console but the gimp folders have the python intact which comes with the .paf
During loading Gimp is querying for python (as well as all the rest) but it does not seem to be able to load any .py I have double checked folders and made sure preferences are set correctly. Finally I have tested with a partha build of the 2.8.4 and here the python fu-console appears fine after installation.
I have also tried to download the .paf 2 times and reinstalled but to no avail.
What am I missing here?
