Yesterday I reinstalled my Windows. After that I found all the splash screens of the portable apps went black. Normally before I reinstall my Windows, the splash screen can show up, but now, only a black rectangle.
Is there something missing in my computer system? Why this occurs? Thanks for any help.

That's an issue with your graphics drivers and/or color depth. It looks like you're using Windows XP, so ensure you're on SP3 and have all updates. It can also help to update to the latest Internet Explorer and Windows Media Player even though you don't use it as it updates several Windows internals. Then be sure you have the latest graphics drivers. If you're using an older laptop, there are probably specific ones from your laptop manufacturer you'll need to manually download and install.

Graphics Drivers installed, and the problem still exists.
I use both IcoFx and A Note to try. For IcoFx, even if I set SplashTime=10000, only a black rectangle appears. However if I use A Note to try, if I set SplashTime=10000, at the first two seconds it's still black rectangle, but after two seconds the normal splash screen appeared.
I tried to stop my AVG Anti-Virus Free from working, but the same things happened.
Any ideas? Because the problem doesn't exist before I reinstall my Windows.
By the way, does that means the splash screen cannot show up in a fresh system?
It works fine on a vanilla Windows XP SP3 that's up to date in a VM with the base drivers. The problem is that some laptop drives for Windows XP are exceedingly buggy. So, you may just be out of luck. It will likely only impact certain apps. You can use the PA.c Platform and disable all the splash screens for portable apps (that are in the launcher, not in the app itself like GIMP) by ticking the box in the Options window's advanced screen.
