gee I wish Sumatra PDF supported layers/Optional Content Groups

Nothing we can do about it, sorry.

We only make Sumatra PDF portable, we are in no way involved in the development of Sumatra itself.

From a quick search of their forums, numerous people have requested this feature, but it seems as though the developer may not be interested in implementing it.

Your only other portable option is to use Foxit Reader Portable which I know supports layers.

Evince supports layers in 3.0

Evince supports layers in 3.0 but looks like the win port only goes as high as 2.32 so ya looks like for now my best bet is Foxit witch while it works and gets the job done is not open source.
