Hi,
I tried running Skype portable 1.6.7 + Wine 1.4.1 from USB flash drive on Ubuntu 13.04 x64.
I got the following error

I don't know where to report this bug. Hope it can be fixed.

generally with wine with each new possible version of it (and this includes developmental releases) there can be regressions and bugs that could of caused this, and from the looks of it, you're using an old release of wine. latest stable version of WINE is 1.6 with the developmental version at 1.7.2, I would say update wine to at least 1.6 and retry again
