uTorrent Portable will not install

On Windows 7 Home Basic x64
Downloaded uTorrentPortable_3.3.2.30180_online.paf
Upon trying to install it attempts to download twice before giving an error message. Here is the log:

The downloaded copy of uTorrent is not valid and can not be installed. Please try installing again.

I tried right-clicking the .paf and running it as administrator. This did not help. I tried using a directory on my machine. Did not work. On a USB drive. Did not work. Both my local machine and USB have never had uTorrent Portable installed on them before.

I also tried downloading uTorrent (version 3.3.1.30017), renaming it to uTorrent_Downloaded.exe and placing it in the same directory as the .paf file. The log is the same as above.

Please help.
