[Fixed] GIMP: LOCALAPPDATA\fontconfig

%LOCALAPPDATA%\fontconfig is left behind.
- has a "cache" subdirectory containing a few files w/.cache-4 extension, and CACHEDIR.TAG file.

Fixed in 2.8.10

This is fixed in GIMP Portable 2.8.10
