Several the most important PortableApps (Firefox, UltraEdit, etc) I have defined as shortcuts and pinned to TaskBar.
Commonly used launcher pattern ignores Minimized, Maximized, Normal shortcut settings - launcher is not fully transparent.
To reproduce:
create shortcut to FireFoxPortable.exe
Modify properties: set Start Maximized
Execute shortcut.
FireFox window is not maximized.

These details are not supported as you're launching the portable launcher, not the app itself, and Windows doesn't pass that information through. As apps like Firefox and UltraEdit remember window position (including being maximized), it shouldn't be much of an issue.
