The 7-zip format supports encryption. Just make sure to have an extremely secure password so that a password guesser doesn't break it.

Sorry, I screwed up and suggested some commercial software that I thought was Open Source.
Too bad TrueCrypt isn't truly portable (or is it?).

You can suggest commercial software. Open source is preferred. What you can't do is modify or distribute such software without permission of the author(s).
