Skype Portable's current build doesn't correctly show the images on the login screen when run under Windows XP. It does work correctly on Windows 7. Skype's local locations for where the images should be stored was likely changed again. I am researching a fix as I have time.

curious
Wonder with the integration Of MSN messenger, into Skype and the fact Skye is now owned by MS if they will even continue support for the software when they drop XP?

Unrelated
It's unrelated as the last one worked fine on XP. The installer extraction is more complicated as it now requires a full set of HTML+images+js+css to exist locally to be able to show the login screen and they've been fiddling with it with each version.
