It's Arimo in the Google Web Font directory. It's done with a direct import within the CSS file. Nothing special or complex, really.

It could be your browser (we don't test under Opera 12.x anymore). It could be a network issue. It could be your machine. It could be Google having a hiccup (just reload in that case).
