What setting do I need for a click on the mouse wheel to open a new window (instead of a new tab)?
I tried about:config middlemouse.openNewWindow set to true or false, but in either case a click on the wheel opens a new tab.

Using the wheel (middle-click) is the same as using Ctrl + Left-click. Shift + Left-click opens a link in a new window.
Are you telling me it is impossible to make wheel click open a link in a new window?
you would probably be better off asking this question on a forum dedicated to Firefox (it's a Firefox question, not a Firefox Portable question, unless you can get it working in a local install).
I know middle-click + shift will open a link in a new window.
looking up (googling )"middlemouse.openNewWindow", I find this page

which says "This preference determines whether to open a new window for URLs opened by a middle click in the content area. It has no effect if middlemouse.contentLoadURL is false"
I know there is a setting in Firefox to "open new windows in a new tab instead".
I can't get it to work for me, but I've got umpteen addons that might be affecting it. You could try changing those settings in a clean install of Firefox to see if that works.

as you can see [below?]. But some people don't even have a wheel mouse (or middle button), and the Shift + Left-click is built-in. I use Ctrl + Left-click all the time myself.
