Single-click tray icon to open Pidgin?

Is it possible to add option to single-click tray icon to open Pidgin Portable?

You can find that "hack" here: http://pidgin.dotninesoft.de/ (name of that file is Single click hack v1.3)

I know it is possible to add it to Pidgin after "install", but it would be better to add it to installer, if possible (from technical and legal point of view).
