The Quake 2 files available on Github are the game's engine only, the game's data files (the levels, meshes, skins etc.) are still under a commercial licence and are not included in the source, as such you still need to have a bought copy of the game to run it from this source.
But does not the same apply to Doom I & II? You also need the original .WAD files to play them and there is a portable version of ZDoom in the Beta Forum.
No, ZDoom comes pre-installed with the textures, maps etc. needed to play, and can be considered a standalone game which can benefit from the addition of other game files. The Quake II source does not have any level data included, and thus is an incomplete product without the addition of extra files.
That said I'm not saying someone can't make it portable, I am simply stating that, in its current state, there is no possibility of the Quake II source becoming an official release.
