Why is there a portable apps version of Notepad++? Doesn't the original developers offer a portable version? On their site: http://notepad-plus-plus.org/download/v6.5.4.html, they offer a non-installer version. Does that mean that their version is portable and its settings are saved as portable?

That version is from PortableApps.com--running the installer shows up as PortableApps.com while NotePad++'s developers do not have that.
They have zip files for download, this means you can unpack it and run it, but it does not mean necessarily the software is portable as it may leave personal data on the computer for example.
portable means something slightly more:
