I've searched every where for a working version of portable ARCGIS which i use in my work but i only found a 4shared links but when i downloaded it it's not working too
so please would you please help me finding a working one ?

ArcGIS (assuming you mean the one by Esri) is a pay-for program and, without explicit permission from the developers, can't be made portable. Keep in mind, that if people start posting links here, they will be censored by the mods because they are all considered illegal.
