Yes you can. Just download the zip file, unzip the following files (as a minimum) to any directory: AutoHotkey.exe, and psapi.dll. If memory serves me correctly, an .ini file will be created on 1st run or when you save your settings. UPX'ed, the two files are less than 240 kb.
No registry entries and no stray settings files. Everything's in the app folder.
My PStart has been running it on startup for a very long time now, mainly for Excel macros and special character insertion.
