Why is Skype *Portable* not open source?

SkypePortable\Other\Source only covers Skype's installer and not the actual client.
I'd like to research whether you portabilize it by using Skype's secret command line parameters (/datapath:"path" and /removable) and whether it's possible to add custom parameters like "/secondary" (which allows multiple instances).
