A SendRequest error nearly always means you are blocked from downloading. This is often due to a corporate/university firewalls but can also be due to a local software firewall/antivirus. It can also be that your Windows internet isn't properly configured for a proxy that may be in use. Trying to download directly may help you determine which is the case. Trying to download in Internet Explorer should tell you if your Windows internet settings are correct.

problem was in blocking skype updater by hosts:
127.0.0.1 ui.skype.com
127.0.0.1 download.skype.com
i add that lines some time ago for prevent trafic leak, and forget about... )
