I'm not using Opera 24 portableapps version, but I make a semi-portable "USB install" with the Opera installer.
To add plugins such as Flash or Windows Media, I create a "plugins" folder inside [version_number] folder and place *.dll files there.

For example, Opera-USB version 25.0.1614.11:
...\25.0.1614.11\plugins\NPSWF32_15_0_0_152.dll (Flash)
...\25.0.1614.11\plugins\np-mswmp.dll (Windows Media)
Same method should work for Opera portable, as it works with Chrome/Iron portable.
