Base App
Sounds like a base app issue as it works fine on Windows 7 x64 here. Have you tried the base app? If it fails, it's a base app bug. You'll need to inform the publisher.

Version 12.01 of Autoruns Base App works fine on Windows 8.1 here.

Portable Version
I mean it's likely an incompatibility with the base app on his machine, not with Windows 8/8.1 in general.
Your machine likely has no issue and the base app and the portable one will work fine on it.

Ah, OK
Thought I'd confirm that the base app was OK on Win 8/8.1. That may help with troubleshooting.

Works now
I am not sure what the difference between the two are.
But the latest update 12.02 loads,runs and works fine.
While the old 12.01, still refuses to load or run.
