I can't to update my PortableApps Platform to 12.0.4.
I've got this Reget error (from sourceforge.net) message. Have a look. Thanks anyway.

That's a generic 'can't connect' error. It will occur if something is up between your network and us (for the app list) or sourceforge (for the actual platform download). It will also occur if your Connection settings are incorrect within Options (for most people, it should be 'Automatic'). If the latter, fix your settings. If the former, try again.

But before it, everything was ok. But now Updater can't update platform.

Ah. If it starts to download the platform from SourceForge but consistently fails, that's often a mirror issue. The reason it works fine for me but not for you is that we're likely downloading from different servers in the SourceForge mirror network since I'm in New York City and I'd guess you might be in Russia or a neighboring country by your platform language selection. If you hit this download link, what mirror does it say you are downloading from? It should say "Mirror provided by: " and then a graphic in the top right.

Downloaded this link "PortableApps.com_Platform_Setup_12.0.4.paf.exe" I got 6 KB file not 3.6 Mb. Why? What's the reason here? Nothing blocked it.
That 6KB download isn't the actual file. It's most likely an HTML page with an error message. Try opening that 6KB .paf.exe with Notepad++ or similar.
Also of note, your antivirus of firewall could be blocking the download and displaying an error message.

I've tried to download via Download Master: successfully 3.58 Mb.
With opening file: some hieroglyphs.
I've run setup via Platform. Close It & then installation complete - Ok.

Executables do not "open" with anything - they execute. If you saw hieroglyphs, you likely opened the file in a text editor. Executables should have no file associations.
I was suggesting he open the earlier 6KB file. Even if the webpage shows an error message as HTML, the platform will still download that file as the .paf.exe. Usually if a download is only that big when it should be 3+MB, it's an error page, corporate firewall block page or local software firewall block page. So, an EXE may not actually be an EXE.

But after installation "setup file" disappeared. Why?
If you run the PA.c Platform installer via the platform, it thinks it's in automatic update mode... the mode it's in when the platform's updater downloads and runs it... so it self-deletes. I'll alter that in a later release.

Installation complete - Ok. Nothing more has been deleted. New 11 apps updated via Platform - 100% correct.

The update does not seem to download by any means whatever, from any mirror. It stops at 11kb and gives a reget error.Using web browsers or Internet Download Manager at Sourceforge works no better (have always worked before, so no new techniques involved).
EDIT: Still no luck with Sourceforge but got it here:

Same problem with 12.0.5. Same solution.
