Pidgin: Can I restrict Gaim to use in house I.P. ranges?

Hey Everyone:

I'm looking for a program that will allow me to broadcast to everyone in my private I.P. range and use the O.T.R. function. Will Gaim give me the option to do this and setup restrictions on which individuals or groups have the rights to broadcast to everyone else?
