Hello!
uTorrent portable 3.4.2.36615 leaves an entry in the Add/Remove Programs. Win8.1 x64. What I did:
Installed uTorrent, launched it, ran Setup Guide, closed uTorrent, opened Control Panel.
Is there any setting that doesn't allow a portable program to write to the registry?
I just tried it with the portable version and can't reproduce your issue. I did the exact same steps on Windows 8.1.
Keep in mind that you must wait for uTorrent to fully close (not just the window but the tray icon and then utorrent.exe within Process Manager) and then 2-3 seconds for the launcher to clean up after it. The uninstall key is written every time uTorrent runs and the launcher has to clean it up after it exits.

I tried to wait until uTorrent.exe and uTorrentPortable.exe are closed but it didn't help.
The funny thing is that if I launch uTorrent again, minimize it and then open Control Panel, uTorrent Entry disappears! But as soon as I close uTorrent, it appears again!
When I click uninstall on uTorrent in Control Panel the message appears that says "You do not have sufficient access to uninstall uTorrent. Please contact system administator". That's strange because description of my user account in Control Panel\User Accounts and Family Safety\User Accounts says "Local account. Administrator"
Apps installed in the system: Opera, MPC-HC, KIS15, Firefox 34, Adobe Flash, Intel HD Graphics Driver, Microsoft Visual C++ 2010 x64 10.0.40219
If it's leftover from an earlier version, that can cause this behavior. uTorrent Portable will back up an existing key if there is one while it's running, which would hide it from Add/Remove. Then, on exit, it restores it, which would make it visible again. An older version of uTorrent Portable did leave that key behind.
You can manually remove it by launching regedit.exe and then ensuring these keys are removed:
HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\uTorrent
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\uTorrent

I followed your steps..
I did find this HKCU\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\uTorrent and modified the utorrent
I cannot find this HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall\uTorrent in my windows 10 machine..
Can you help me out.
