After downloading Windows is telling me I do not have the permissions to open the file. I am lost as what to do

Right click the file and select "Run as Administrator".

No permissions are necessary to run any file from here by default. The freeware apps are not digitally signed and will require agreeing to bypass the SmartScreen filter on Windows 8.x. If you're using a locked down machine, there is a chance you may not have permission to do so. If you install apps via the PA.c Platform (highly recommended), this won't be an issue.
