The splash screen makes no difference at all in launch time. It displays in parallel while Firefox itself is starting up. Firefox itself can take up to a minute to start from a slow flash drive, so the splash is there to let you know the app is starting.
If you want to disable it anyway, follow the directions in the readme.txt within Other\Source to copy the FirefoxPortable.ini to the root and adjust it appropriately. They're linked from the help.html file right in the main directory. Or just use the PortableApps.com Platform and set the option under Advanced to disable all splash screens.
