HTTrack is the answer

Get the version WITHOUT an installer. That should be the portable version.

wget

wget is an excellent open source website downloader with a lot of excellent advanced features. If working from the command-line is not your thing there is an alternative, which maps the command-line options to GUI dialog boxes.

Spiderzilla is an extension for Firefox, it is a website mirroring utility, I am not sure this is exactly what you are looking for though...
