How to check if app is truely portable?

Many people post their own created portable apps but I never fully trust them. I came across some that changed the settings of the version that was installed on the PC. Is there a way to check if the program is done correctly and fully portable?

You can use filemon

You can use filemon (http://www.microsoft.com/technet/sysinternals/utilities/filemon.mspx) and regmon (http://www.microsoft.com/technet/sysinternals/utilities/regmon.mspx) to monitor exactly what any application is doing on your computer.
