Cache Disabled

Cache is disabled by default. Each time you restart FF after closing it, it'll be like visiting a site for the first time. This is by design to preserve flash drive life. You can enable it if you want in Tools - Options - Advanced - Network.

As far as hot keys, there already are the standard hotkeys in Firefox. If you want something else, there may be an extension (check addons.mozilla.org for more).

By navigate by mouse, do you mean mouse gestures?

Folder Size?

How big is your FirefoxPortable\Data\profile\Cache folder? I just tried it on a base install of FFP and cache works correctly just by setting it to a number in the Network tab, so not sure why yours isn't working correctly.

Sure it's downloaded?

Firefox will check if files have changed on a server before displaying the cached versions if it hasn't checked since you launched FF. On a slow server, this check will be a noticeable delay before the images show up.

Some servers also won't correctly report whether a file has changed or not, so Firefox will redownload it to be sure. This is the way cache is supposed to work.

No Idea / Opera Cache

I don't have any other ideas for what's up with your install, then. I'll try moving things around a bit here and see if I can reproduce your issue. But I haven't encountered it myself nor have I had other reports of it... and lots of people enable cache when running from external hard drives, etc. (It shouldn't be enabled on a flash drive).

I don't recommend using cache in the portable Operas. They leave personal info behind on the PCs you run them on. (Actually, it used to be impossible to disable Opera's disk cache... maybe it isn't anymore)

Ask at mozillaZine

This site is really for more the portable issues side of thing rather than questions about Firefox itself. Searching Google and then asking on mozillaZine.org is your best bet for things along those lines.
