After installing Google Chrome Portable, I decided to download an extension they offered from the Chrome Web Store. After it was installed I noticed that it put the extension in a folder called 'Chrome Apps' in my Start Menu. Does this folder only appear on my user account, or does it appear on everyone's user account? (I'm using Windows 7 by the way.)

Chrome extensions will mostly work portably. Chrome apps install locally. Don't install Chrome apps. Also, be sure you're always logged into Google as Chrome will randomly delete your extensions and extension settings both portably and locally.
Firefox has no such issues and works much better portably.

Sorry, but I think you've misunderstood. There is a folder called Chrome Apps in my start menu, with the extension I installed (Google Hangouts). I'm just wondering if that same folder will show up on the other users on the computer I use. Of course, that was still helpful as I now know why sometimes my extension settings reset.
Google Hangouts is an app, not an extension. Apps show up in Chrome Apps. Extensions show up within the browser only.
Hangouts will likely be installed on every computer you use Chrome Portable on and left behind.

I have no idea. Google Chrome Apps are untested and unsupported in Chrome Portable. They're not portable. Chrome extensions should generally work fine.
