Turbo Delphi, from Borland, its like the commercial one but without a few bells and whistles. Works great for compiling PortableApps and more.
Oh... and its free.
I don't know about portable apps, but I use and prefer Delphi 10 Lite which is also free and a pretty complete IDE (not to mention the download is incredibly small in comparison with turbo (30~60MB if I remember correctly)
Delphi 10 lite is software illegal.
yeah, delphi 10 is normal delphi with bits removed and then cracked. Its not legal.
Turbo Delphi is the real deal, full thing and totally legal.
The Turbo stuff is actually made by Borland anyway.

But it still takes a lot to download, some companies include way too much stuff in IDE distributions, seriously.
But Delphi 10 lite is illegal: It is a standard installation of Delphi 2006 Architect without many features (like useful refactoring) and components. And this software doesn't created by Borland/CodeGear, but by anonymous user.
