Grab the latest VLC Player from this site, it should work (some users report freezes/crashes when trying to scrub through time on FLV files, but it's probably still your best bet).
It plays FLVs. You just can't use the navigation slider within them yet (so it starts at the beginning and you have to play all the way through or stop)

some other flv players (non portable) and (if I remember correct) none of them let you scroll through the file.
