The Opera Mobile Emulator is a great tool to help develop and test apps on a mobile platform that you do not have.
It would be nice to be able to run this app as a portable.
You already have the Opera browser as a portable, this one would be more welcome than the browser itself.

There's not as much call for this anymore. Opera Mobile Classic on Android development was halted and Opera Mobile 30 is now based on webkit/blink as most Android browsers are. The only reason to use Opera Mobile Classic is on Android versions prior to 4. On iOS, Opera Coast is the recommended browser, which uses Safari Mobile underneath as requires by Apple's restrictive rules. Opera Mini on iOS, which rendered pages in the cloud to attempt to get around the rules is still kicking around but not used much. Opera Mobile was never released for iOS due to Apple's restrictions. The only place Opera Mobile is still used is on the aging Symbian platform on old Nokia phones. Usage is so low it's not even tracked anymore.
