It`s GPL and good software. Leveas some registery entrys and files in documents and settings dir. Would be glad if someone could make it portable. I can`t do it myself because I am beginner and don`t know much about registery tweaks.

Well. It`s version 0.9. It`s already Version 4.9... out. This isn`t just a minnor update. I don`t think this page will be updated.
Dev-C++ has not been updated since that launcher was created.
0.9 is the version of the launcher.
AFAIK, I'm the only person with enough privilege to edit the page.

Sorry I missunderstood those two versions.
However, I tested it and it worked well. Next time I started my local installed dev-cpp it told me that the files on c: dokuments and settings are missing. No problem for me because I had a full backup, but maybe someone else has problems with that.
Is there a more permanent location for this? The portasoft.org URL is now owned by a domain squatter.
Since I wrote a few of the things, and most other authors have disappeared, I mirrored the downloads at my site.

Don't use Portasoft's PortableDev-C++. It overwrites local settings and doesn't save settings. Get my Dev-C++ Portable at http://sf.net/projects/devcpp-portable
