I have more installed applications than would fit in the list, so I can't see those at the bottom. Scrolling with the mouse wheel doesn't work. Should this be fixed?

Not quite sure what list you are referring to. If the platform, 12.0.5, I don't see any problems navigating. Mouse wheel works OK in Windows XP There are also the small arrows that appear at the top and bottom of the list area that can move the list up and down. And there is the scroll bar that appears when the list is long and you can drag to see more. So I'm confused.
If you're using the default view, it doesn't scroll on the first screen and has a link to All Apps ala Windows Start menu. It's a view with your favorites up top and then most used apps below. You can configure it to show all your apps alphabetically or all apps with folders if you prefer seeing all your apps by default within the Options window.

Switched from
"Smart with Categories - Favorites and recent apps on first screen. All apps by category on second."
to
"Show all Alphabetically - Favorites listed first then all other apps listed alphabetically." This should be the default option to avoid misunderstandings.
So you prefer a different presentation list, but many users prefer Smart with Category as their default option, so it's highly debatable who's preference should be the preferred option at first start!
I would suggest that it is simply welcome that the Platform does provide alternative presentations to suit the vast majority of users and that, as with all software, all that is required is proper exploration the preferences available.

It works just like the Windows Start Menu in Windows 7 by default, so it's pretty familiar territory for the vast majority of users since Windows 7 is the most dominant Windows version. Windows 10's start menu works similarly but moves pinned/favorited apps to the right as a tile. In both, you only see a full alphabetical list of available apps by clicking "All Apps", just as the default view in the PA.c Platform.
