I know Firefox 31.8.0 ESR is the last 31 ESR version. Was a portableapp made for that final release? It seemed to jump straight to 38.1.0.

Please re-think this. With the CVE-2015-2743 bug there should be a ESR 31.8.0 asap.
There's really no reason to. No one who uses portable software should still be using ESR 31. ESR is only geared towards large organizations. We only make ESR available at all as a courtesy towards extension developers so they can develop on a portable browser for said organizations. Regular individual users should not be using ESR. Current stable is 39. Current ESR is 38. Those are the only two channels we make available for automatic update to end users. Old ESR 31 is being ditched by Mozilla shortly anyway.

ESR 31.x was one of the best, most reliable releases ever. Almost every version after (normal) v34 caused this or that problem for me. Even as a normal user I will always prefer the ESR over the normal version. And I know a lot of people do.
I have to admit me asking for 31.8 was heavily influenced because everything after v34 is garbage. And now with either v39 normal or v38 ESR I don't know what to do.
