Firefox Portable's cache is disabled by default because it makes USB run slower and fills up cloud drives. You can enable it in settings if you like. That's also where you can clear it (no need for a cleaner app).

The default location for cache (when enabled) is in the profile folder (Cache/Cache2). This is the same for portable and locally-installed (as usual). Always allow Firefox to manage its own cache. You can control how cache is managed using the preferences available through Options (Privacy and Advanced>Network) and about:config.
