I did the following:
- Opened a new text document: File -> New -> Text Document. This seem to work.
- Then I tried to use styles and Formatting: Format -> Styles and Formatting F11. But noting happens. I didn't get a styles window, and seem to be exactly where I was before.
I am using LibreOfficePortable_5.0.0_Rev_2_MultilingualStandard.
It's no longer a popup window, it shows up on the righthand side of the screen. You could have some configuration issues.
Try upgrading to 5.0.1 first (which just released). If it still fails to show up, try removing your LibreOfficePortable\Data directory to reset your settings. Hang on to a copy just in case.

Indeed, it is on the right hand side of the screen. Upgraded to 5.0.1 first. I guess it is there with 5.0.0 too, but 5.0.0 is not installed here now. Shouldn't they change the Format -> Styles and Formatting, F11, button to have that panel displayed, or something?
Either clicking Format - Styles and Formatting or F11 will show/hide the panel as expected on my machine. If it is shown, it will be hidden. If it is hidden, it will be shown. This is exactly what it's supposed to do and works for local or portable on every machine I've tried. Not sure what you're seeing or if you tried resetting your settings as suggested.

There is a mistake in the downloadpath pointing to the 500 directory instead of the 501 which is correct.

The toggle function of the panel does actually work, either via Format menu or F11 key, however in a tricky way, with an unexpected behavior, I'd say.
To make this function work, the Sidebar must be not hidden - otherwise, the panel won't show up.
In addition to that, another tricky behavior I've observed, is when the Sidebar in View menu is unchecked, then the "Styles and Formatting" panel shows up with just one click, as expected. However, this automatically resets the check mark at the Sidebar menu item - making it even unwanted, not just unexpected behavior.
Tested on WinXP-SP3, LibreOfficePortable 5.0.1
